The hood portion is knit back and forth in the 9x5 stitch and seamed by folding in half width wise and sewing the cast on edge Left to the cast on edge Right, to form your hood. 
Stitches are picked up from the bind off edge and knit in 3x3 stitch in the round for the cowl portion.
