The pattern is suitable for a confident beginner upwards as the pattern section is just simple jog-less stripes
The recommended cast on is the alternating cable cast on but you can just do a simple cast on of your choice.

This hat requires just 25-30g of each colour of sock weight yarn. I made mine in Malabrigo mechita sock using colours Pale morn and Aniversario but you can use any standard sock yarn!
