This is a pattern for colourwork arm warmers worked from the bottom up and in the round.
You may easily change size by going up or down needle sizes. For example, working with a gauge of 30 sts = 4in/10cm will decrease the circumference to 8.5in/21.5cm.

2 Ply Jumper Weight by, Jamieson & Smith
Fingering; 100% Shetland; 125yds (115m)/25g
approx. yarn amounts:
MC (FC14) - 11.25g = 55yds (50m)
CC1 (141) - 9.5g = 44yds (40m)
CC2 (14) - 6g = 33yds (30m)
CC3 (FC 41) - 8.5g = 40yds (36m)
CC4 (FC11) - 5.25g = 26yds (24m)
CC5 (FC12) - 5.25g = 26yds (24m)
CC6 (202) - 2.25g = 16yds (14m)
needles:
2.75mm (us no 2) circular or DPNs, 16in/41cm and DPNs 6in/15cm
3.25mm (us no 3) circular, 16in/41cm and DPNs 6in/15cm
gauge: 28 sts x 30 rows = 4in/10cm
measured over stranded stockinette on larger needles
approximate finished size:
circumference - 9in/23cm
length - 8.75in/22cm
