Rhode’s swirling jacket is knit in Rowan’s Kid Classic, with the upper body, back and front worked separately and sideways in from the side seam in a narrow stripe pattern. After seaming, the lower sections are picked up and knit in wider striped, with stitches added so the fronts flare. The collar is picked up and knit, then folded in half for a double fabric.

From the Knit Rowan website:
A design by world renowned textile designer Zandra Rhodes using the beautiful yarn Rowan Kid Classic (lambswool and kid mohair.) This striking, supersoft jacket can be knitted as either a plain version or a striped version with a contrasting panel to the upper section.
