Beg to work provisional cast-on for the back, and work until underarm.
Transfer the outer sts on each side to ndl for fronts, and work fronts separately until underarms.
Join back and fronts, cont in rows and cast off at waist.
Knit up sts at waist for the skirt and cont in rnds
Knit up sts on each side for sleeve frill, with inc and turning rows.
