This is the edging called Beaded Edging from the section Edgings Picked Up and Knitted. There is a different Beaded Edging in the section Edgings Knitted Lengthways.

These edgings are either cast on and knitted as the beginning of the garment, or picked up and knitted downwards afterwards.
