We stumbled upon this technique that resembles bells and cannot let it go! It is so cool and you can do all sorts of things with it. Here as ruffles around the shoulders.

Knitted bottom-up in reversed stockinette. The body and sleeves are knitted separately and then joined for a raglan decrease. You then knit the row of bells and decrease further. I-cord cast off around the neck.
