This is an advanced level design (due to the color-work), but with tutorial videos included, an intermediate level knitter should be able to take this on. This pattern calls for Super Fine or Fingering (1) weight yarn and size 3.75mm (US5) Double Pointed Needles (or use the Magic Loop Method) OR whatever size is needed to obtain gauge.
