You can knit the white headband first in the round then duplicate stitch the E, or if you are savvy and experienced with intarsia in the round, add the E as you knit the headband.

Finished measurements:
4 inches tall by 13.5 inches unstretched.
Will stretch to fit head up to 27 inches.
