Construction:
The body of this pullover is worked in the round from the lower edge to the underarm, with a fake seam underarm, then the upper front and back are worked separately back and forth, with increase on each side to accentuate the drop-shoulder. The sleeves are worked in the round from the bottom up. Could be done in a cozy, loose fit, with longer body part which will makes it perfect for cold winter days, or it could be knit in a closer fit with shorter body length for summer warmer day. Lastly, stitches are picked up from the neck edge and worked in the round.
I would rate this an intermediate to advanced skill pattern, if knitting in lace pattern while increasing the stitch count for sleeves are new to you. The pattern includes both charts and written instructions for the lace which is intuitive and easy to follow.

Gauge: knitted in the round:
20 sts and 24 rows = 4 in/10 cm in pattern A in the round on larger needles.
Gauge and needle size are suggestions only. Individual knitting style and yarn characteristics affect the lace, so adjust needle size to get preferred results.
Circ Needles:
Size US 6 (4 mm) (for body and sleeves) or size needed to obtain gauge.
Size US 3 (3.25 mm) (for neckband and ribbing) or around 3 sizes smaller than larger needles
Use long circular needles (32 in/80 cm), or the length you’re most comfortable using.
Notion:
Stitch markers, scrap yarn or stitch holder for holding stitches, tapestry needle for weaving in ends.
