This is probably the simplest pattern I’ll ever write, but it actually took a lot of experimentation to get the floppy drape I was after, using crochet rather than knitted Garter stitch.
A LARGE (size Q, 15.75mm) hook made all the difference; the 11.5mm P hook was just too tight! I tried many different stitch patterns, eventually coming up with a sc-through-back-loop with a chain stitch between.
