This is a cowl/scarf combo. The cowl is created using an
I-cord that you can lace up the edges of the scarf, or
simply use it as a bow through any of the yarn overs.

Gauge is not essential. As long as needles and yarn are appropriate for each other, you will have a beautiful finished product. Here we have used two strands of worsted weight held double.
