My blog has instructions for the size 1-2 years old. However, like all my patterns the size can be adjusted easily for any age. Every baby is individual, and the garments fit best if tailored to your baby measurements.
You can cast the number of stitches you want. Also, it is up to you how long you want the skirt to be. Then the skirt increases also can be easily customizable. For the lace pattern, make sure that you have either 13 stitches or 15 stitches in the pleats.

If you are working with 13sts, then the lace pattern will be as follows:

Rnd1: knit 1, knit 4 together through the front loops, yo, k1, yo, k1, yo, k1, you, k1, yo, k1, yo, k4 together through the back loops.
Rnd 2-4: knit

The instruction for 15 sts are given in the pattern.

Also, if you think that knitting this dress in the sock yarn is too much, you can go either with a sport or DK yarn. It will be a faster knit, but the garment will be a bit thicker.
