Replier means to fold down or to fold over in French which I thought was appropriate since this cowl is folded in on itself for a collar-like effect. 
Barbara Walker’s Smocking stitch is used to create a faux cable similar to Honeycomb without the pain of using a cable needle.

2 skeins of Madelinetosh Tosh Merino in Luster, (210 yds / 192 m; 100% 
merino) or worsted weight yarn 
NEEDLES 
US size 8 / 5.0 mm 24” or longer circular needle (to accommodate a 
large number of sts) 
Adjust needle size if necessary to obtain correct gauge.
