This scarf pattern says it uses UK No. 4 needles, which are 6mm. This is not included in the list of needles used for the complete set, or supplied with a separate gauge. This suggests that it may not be correct.

The fringe is 12 tassels at each end of the scarf. Each tassel is made using 4 strands of yarn each 8 inches long.
