Note: this bust measurement is not the fullest part of the breast as the neckline/breast coverage is like bikini triangles with openings at the side. The model shown, Boyana Desnica, is wearing the size small; she is dress size 4 and 5’ 10” tall with 34” bust, 25” waist, 35” hips.
The bias of the fabric along with this cut allows for some flexibility, however the hip measurement does somewhat correspond to the bust. My suggestion is to make a muslin of the closest size following the schematic and try on. The sizes given are for an overdress that is a fitted sheath that is open over one thigh. The bias pieces will drape on various body types/heights differently There are several places where the pieces can be adjusted for personalized fit. This project takes commitment and I will gladly help you in your progress. It does look nice hanging on a wall, but I believe it can look wonderful on real bodies too!
