There is no required gauge for this pattern because it is not necessary for a cowl. You will need almost exactly one skein of Road to China Light, if you want to make your cowl larger around, you will need to purchase two skeins of Road to China Light. The i-cord can easily be made of a yarn already in your stash!!!!:)
