Looks like miniature fringe. The merino is stitched along one side of a nylon ribbon, the whole is 1/4” deep.
The only references I found in a Google search were from 2007 or earlier.

the WPI were on a US 10.5/6.5 mm, scrunched close, 8wpi was with fringe more flattened.
