This is a pattern in the Crochet Celebrations Spring 2023 special issue put out by Crochet World at Annie’s Publishing/Catalog. The body of the witch is crocheted and stiffened and the rest is just crocheted. There is a bell hanging in the middle of the bell body hence the name. The pattern is worked in size 10 crochet threads. with a size 5/1.9 steel crochet hook.
