Length (measured hem to underarm):

18 sts & 28 rows / 4” in garter stitch

Needles
US #7 / 4.5mm 24” (or longer) circular needle and DPNs

(or as required to meet gauge)
Instead of DPNs you can use magic loop technique to knit
in the round using a single long circular needle.
