20 sts and 40 rows to 4 inches over garter stitch worked back and forth. Use 4mm needle as a starting point for swatching.

If you are one of the many knitters who do not swatch for shawls, it is worth checking your gauge after knitting the first wedge: garter stitch is hungry, and you may use signifcantly more yarn if your gauge varies from the one specified.
